Overview
The greenest university in Brandenburg with its 15 courses of studies developed itself a very individual profile that puts special focus on sustainable management. Education and Research feel in a special way constrained to contribute to sustainable and ecological house-holding. This attitude becomes evident in the structured environmental management that will lead to the EMAS-certification.
In 2007 the University of Applied Science procured new eco-friendly car for the University's executive board. For further procurement the experiences made during the pilot project to procure eco-friendly cars will be helpful.
Since February 2007 the city-campus of the FH Eberswalde is powered with green electricity. Since the end of 2007 the campus Forstbotanischer Garten is equipped with a solar power system.
At Waldcampus and Stadtcampus heating is provided by two biomass heating system. In 2008 a third system is being built at Campus Forstbotanischer Garten.

When making decisions the University Eberswalde always takes the university's strategy to achieve sustainability as a basis for actions. This strategy is the guideline for all procurement processes. The environmental protection officer is consulted about every procurement process. In cooperation with the procurement department she establishes the criteria for the products (e.g. paper, electricity, equipment) or services (e.g. exclusion of cleaning agents containing certain chemical substances) to be procured. The considerations of life-cycle costs are standard for tender and choosing procedures. Target-oriented criteria of diverse labels for different products are taken into consideration.
Procurement process
Procurement is carried out centrally for all products and services. For each field environment criteria are being established. Only projects financed by third-party funds are partly excluded for the central procurement. Central guidelines define the range of environmental protection and energy efficiency that have to be considered during the process of procurement. Product-specific criteria will be added to existing procurement guidelines.
The University Eberswalde states in all tender offers: "The University of Applied Science strives to reach EMAS certification by its environmental management plan. Therefore environmental aspects are taken into account for all processes, including procurement."
Measures
Starting point of this procurement process was a demand analysis and the issue of a profile of utilization for the car. Included were experiences with the deployable radius of the old vehicle as well as the availability of petroleum gas stations. Afterwards the carbon dioxide emissions of potential cars (with different technologies such as diesel, petrol, petroleum gas, combination of petroleum gas and petrol) on the basis of their fuel consumption were taken into consideration.
Success
One diesel-engine car was procured. It has an adequate loading capacity (estate car) and is equipped with diesel particulate filter and Blue-Motion technology. The average carbon dioxide emission is 137 g per km (car type: middle class, must criteria 160g / km; further information see module 5 "Procurement of efficient Vehicles")
