Overview
Since 2004 Gelsenkirchen has been purchasing 15 % of the required power from renewable energy sources. To fulfil its role as solar city the commune acts in several fields, and also sets a good example in purchasing green electricity.

While Gelsenkirchen used to be a coal and steel industry city, it has aquired the status of a solar city with a variety of projects and activities. In line with this role, the town council sets a course in different fields of action.
Procurement process
Gelsenkirchen - like all communes - is subject to the allocation regulations of the public authorities. The administration’s procurement is organised centrally and has to comply with internal guidelines which contain several criteria for environmental protection and energy efficiency.
Measures
The delivery of power for the municipal buildings, street lighting, transport facilities and parking meters has been announced for 2004/05 European wide for the first time as a result of the quantitative threshold values.
The department for environment has set the general criteria for the consideration of green power, while the department for building construction has organised the tendering. Besides price and security of supply the proof of origin according to the criteria of “TÜV EE01“ was defined as binding acceptance criteria in cooperation with the procurement centre. Alternative offers for 100 % common power as well as for a mix of 15 % green power and 85 % common power were also taken. An alternative offer for 15 % green power proved to be the best economical offer and accordingly got the award.
Success
For the first time the announcement for the procurement of power dictated a share of 15 % green power in 2006/07. Including municipal enterprises enabled a bigger shipment. Since 2006 3000 tons per year have been saved due to the use of 5.31 millions kWh of green power.
