Overview

In Hungary there is a system called Centralised Public Procurement. The system is managed by the Central Services Directorate. It is responsible for the PP of appr. 1000 central governmental institutions and for example local governments could join the system. It is responsible only for some products and services determined by law (used in every day operation): IT products, systems and services; furniture;all kinds of paper products; vehicles; fuels; some medical products, air tickets.

Its operation is regulated by a government decision.

Organisation of the procurement

The Directorate works with 2-4 year framework contracts. For one product or service there are at least two or three suppliers contracted. Once the contract is done the buyer only has to choose from a list and send his order.

Measures

In a current tender aiming to set up a framework contract for vehicles the fuel consumption is an award criterion.
The overall number of points which could be given in the award phase is 100. Out of this 70 points is could be given for operational cost, and inside this 15.7 is for fuel consumption.

No energy label used as in Hungary energy labels for car not existing yet.
