Overview
Although normally public administration follows the “best value” method when tendering products and appliances, the public administration of the city of Linz tries to include energy efficiency criteria in the procurement procedures.

Organisation of the procurement
There is one department responsible for procurement issues (general) and one different department for IT. Energy efficient criteria are included in the tendering procedures.
Measures
- Lighting: only electronic ballasts and energy efficient lamps are used/purchased
- Household appliances: energy label are included in the tendering
- Additionally there a questionnaire given to the bidder about stand-by consumption of the devices offered
- Regular training of the staff responsible for procurement
Success
Contrary to the procurement carried out in most public administration, the city does not simply opt for the bidder with the lowest price but includes energy efficiency criteria in the tendering. One success factor is the training of the staff, who regularly attend workshops on procurement issues and also carry out trainings on energy efficiency and renewable energy technologies.
