Overview

The city of Freistadt was one of the first Upper Austrian municipality to implement a Third Party Financing (TPF) project. The successful implementation of the project (and the positive reputation gained by this) motivated the municipality to engage in a number of energy projects since then and provides also the basis for energy efficient procurement.

Organisation of the procurement

Procurement is based on a TPF-project which was implemented some years ago and which included among others the retrofitting of the kindergarten and of school buildings and renovation of street lighting. The project led to an energy reduction of 24.4 % resulting in 66,205 Euro less energy costs. The procurement (especially lighting and building components) follows the efficiency standard set by the project.

Measures

Measures include among others:

  • All new buildings fulfil low energy standards
  • The electricity consumption of electric appliances is regularly metered
  • For new electric appliances the electricity consumption is a main criteria
  • IT: only energy efficient TFT monitors are used
  • Lighting: only energy efficient devices are used (as outlined in the TPF project)
  • Other building components/appliances: energy efficiency standard as implemented in the TPF project is met

Success

There is one very motivated person (the city councillor responsible for energy and environment issues) in the city who is trying to include energy efficiency criteria in all procurement procedures. He is also continuously trying to implement energy efficienca and renewable energy projects and to increase awareness and make “energy issues” a topic to be discussed.
