Overview

In July 2005 the Department for Patrimony, Stationery and Contracts has issued a call for a public telematic auction for the global renting service for a digital printing system with low environmental impact. The auction basis was 150.000€ (VAT excluded)

Organisation of the procurement

Involved institutions are the Province of Mantova, as co-ordinator especially for the on-line purchasing system, the Consortium of the Area “Ostigliese Destra Secchia” and the associated Municipalities, the Technological Centre of Suzzara, the Agency for the Innovation and the Development of Sermide, local Schools and other Institutions interested in green procurement actions.

Measures

The auction has been developed through the negotiation system “Acquisti on-line (On-line Purchasing)”. Awarding criteria was the cheapest supplier, with a maximum of 70 points for the price over the 5 year service and a maximum of 30 points for the quality, the latter evaluated taking into account the environmental characteristics of the product each with a specific number of points. Environmental criteria, included in the product technical specifications, and relevant points were:

  • product recyclability (2,25 points)
  • plastic components without dangerous substances (2,25 points)
  • plastic components >25g with an identification mark (1,5 points)
  • respect of the Energy Star criteria for the energy consumption (5 points)
  • compatibility with the use of recycled consumables (3 points)
  • absence of toxic substances such as: CFC, HFC, trichloroethane, in the manufacturing process (2 points)
  • cartridges and toner without dangerous substances (4 points)
  • cartridge collection system at end of life (1 point)
  • instruction for the customers on the (reduced) ozone (< 0,04 mg/m3), dust (< 0,25 mg/m3) and VOC (< 170 mg/m3) emissions during printing (6 points)
  • packaging without chemicals (1 point).

Success

The contract was awarded at the beginning of August 2005.
