Overview

The city of Braunau is implementing an environmental management system since the year 2000. This means that environmental issues are included in all decisions and activities of the public administration. As part of this management system, environmental criteria were introduced in the procurement process.

Organisation of the procurement

Procurement is done centrally by a special department (except IT and vehicles which are ordered by the respective departments).

Measures

The procurement is done following the “check-it” procurement rules (i.e. green purchasing criteria) which are available on the internet (http://www.ifz.tugraz.at/oekoeinkauf/). However these procurement rules list only general recommendations but give no detailed tendering guidelines. Also they are available only for limited product groups. Therefore in addition check lists including quality criteria for other procurement processes are under development (e.g. paper, office equipment).

As a first step to make the consumption of resources more transparent, an input/output list was developed which lists the main resources (energy, products, e.g. number of PC’s, energy consumption) which are used in the administration.

Concerning energy consumption, there is the aim to reduce energy consumption by 5%. A number of measures are implemented to achieve this goal, for example:

  • electricity consumption is monitored regularly
  • the person responsible for energy matters within the city administration sends regularly energy saving tips to all employees
  • the heating system is checked regularly
  • training of staff
  • new thermostats for radiators
  • retrofitting of buildings step by step.

Success

  • Reduction of electricity consumption by 14% (100,788 kWh in 2002 compared to 114,393 kWh in 2001) resulting in an reduction of CO2 emissions from 45,757 kg (2001) to 40,315 kg (2002)
  • Minus 14% electricity consumption in the townhall
  • Environmental award of the regional government
