CONSIP spa

Summary: Starting at the end of December 2005 the Framework Agreement (Convenzione) N. 8 was activated by CONSIP for the full renting service of three Lots of digital photocopiers with different characteristics, 8.000 machines were included in the Lots. Renting contract duration between the supplier and the Public Administration is 4 years. The service includes: delivery, installing, test, uninstalling, maintenance and assistance, the availability of a Call Centre, consumables supply, collection and disposal of the waste materials.

Summary: An electronic public auction was launched by CONSIP in July 2005, closing by mid September 2005, for two Lots (medium and high range equipments) of PC desktop, to be awarded to the most economic advantageous offer. The aim of the auction was the identification of high quality products to be purchased by the PAs at a particularly advantageous price. Optional equipments and services were also forecast for both Lots. Basic services includes: delivery, installation and one year assistance. Optional services included: extension of the maintenance period for 2 additional years and disposal of end-of-life PCs. The duration of the following Framework Agreement, activated on 10th May 2006 is 6 months, plus additional 3 months if necessary.

Summary: Starting at the end of January/beginning February 2006 the Framework Agreement (Convenzione) N.4 was activated by CONSIP for the long term renting of five Lots of vehicles without driver, with different characteristics. Lots 1, 2, 4 and 5 were activated in 2006. Lot 1: operational cars 1.200 units, Lot 2: medium sedans 800 units, Lot 4: commercial vehicles 400 units and Lot 5 vehicles with low environmental impact 300 units. The duration of the agreement is 12 months (plus 6 months if necessary). The supplier of the bi-fuel and ecological vehicles of Lot 5 is the society Leasys s.p.a.

Summary: A call for tender was launched by CONSIP in April 2003, closing by mid June 2003, for the purchasing of natural paper, virgin and re-cycled A4 and virgin A3 format, for printers and photocopiers, divided into 12 geographic Lots. The auction was awarded to the most economic advantageous offer. The duration of the following Framework Agreement is 12 months (plus additional 6 months if necessary), the duration of the contracts between the supplier and the PAs is 12 months (plus additional 6 months if necessary). Lots 6 and 10 were activated in November 2005 and will expire in October 2006; all the other Lots are sold out. The service includes: delivery of the product and the availability of a Call Centre for orders management and information delivery.

Legambiente

Summary: The initiative “Kyoto: la lampadina che non consuma il pianeta (Kyoto: the lamp which does not consume the planet)” is promoted by Legambiente, Region Lombardia and Lifeventuno. The initiative for eco-lamps in region Lombardia started on 16 February 2005, for one year. It is estimated that with the overall initiative 400.000 lamps will be sold, corresponding to 4 million Euro (20 million Euro in 5 years, the lifetime of the lamps) and 21 million kWh or 11.000 ton CO2 saved.

Municipality of Ferrara

Summary: In 2005 a pilot project for the management of the company mobility was developed, leading to the purchasing of 21 hybrid (petrol and electric) vehicles (sedan type) for the different services of the Municipality of Ferrara including four vehicles for the local police. A European auction was started in March 2005 to be awarded to the most economic agvantageous offer considering price and performance characteristics such as emissions, consumption, power, assistance service, etc.

Municipality of Reggio Emilia

Summary: The project "Reggio acquista verde" was started in 2004. Aim of the project was the introduction of environmental criteria in goods & services procurement policies for the Municipalities of Reggio Emilia and Cavriago, through a process of active co-operation with the local administration and the support of the Agenda 21 Forum, contemporarily improving the use and the market promotion of more environmental friendly products. A series of auction specifications for green products were prepared.

Summary: In the framework of the local Agenda 21 Forum a multi-stakeholder approach towards Green Procurement/Sustainable Procurement was initiated in 2003-2004 in the province of Reggio Emilia, involving public bodies, suppliers, NGOs and citizens. The aim was to create and stimulate an environmentally and socially sustainable market. Five specific Groups were created, each group responsible of initiating pilot actions in the relevant sector. In particular the Group “Green Procurement in Public Bodies” was aimed at the introduction of environmental and social criteria in call for tenders and in the procurement of products and services in the Municipalities, involving the suppliers to stimulate products impact reduction and environmental innovation.

Province of Mantova

Summary: In July 2005 the Department for Patrimony, Stationery and Contracts has issued a call for a public telematic auction for the global renting service for a digital printing system with low environmental impact. The auction basis was 150.000€ (VAT excluded).

Varese Ligure

A decade ago, Varese Ligure found itself in difficulties due to a weakening economy, decaying settlements and people moving away.
