The Polish National Energy Conservation Agency (KAPE S.A.) was established, following the Parliament resolution in 1994, with the aim to serve as a national sustainable energy agency.
KAPE is a stock company working on no-profit bases. The majority of our activities are public service obligations.
Shareholders of KAPE are: Ministry of the Treasury, Industrial Development Agency, National Economy Bank, National Fund for Environmental Protection and Water Management.
The mission of KAPE is to develop and implement sustainable energy policies in Poland and playing a leading role in providing a wide range of sustainable energy services.
KAPE carries out activities aimed at improving rational use of energy (RUE), promotion of renewable energy sources (RES) and energy related environmental issues.
KAPE has close links with key energy centres, agencies, universities and research centres throughout EU, East and Central Europe and Japan.
KAPE is also accredited by European Commission as a mandated body and is a member of European Energy Network (EnR) (since 2005).
KAPE’s capacity was significantly strengthened by EU PHARE Twinning Program (2003-2005).
KAPE has been a partner within numerous international projects and activities e.g. SAVE (1999-2003), ALTENER (2002-2003), Intelligent Energy - Europe (since 2004), 5/6. Framework Projects RTD (since 1999), Baltic Energy Sea Regional Co-operation (BASREC), PEEREA in the Energy Charter, steering committee in IE – E.
Agency runs, founded in 2004 within the framework of bilateral governmental project, Polish-Japan Energy Conservation Technology Centre. The general objective of the centre is to improve energy management in Polish industry, mainly by training industrial energy auditors and managers. PJ ECTC receives support from Japan International Cooperation Agency (JICA).
KAPE carries out UNDP project - The Polish Energy Efficient Motor Program (PEMP) aimed at reducing GHG emissions in Poland by increased market penetration of energy efficient motors.
KAPE’s main activities are:
- Preparation of various expertise, analysis and consultancy for governmental administration, local authorities and energy sector,
- Assistance in formulation and evaluation of national and local energy strategies and plans,
- Realisation of projects in international programmes e.g. EU (including governmental co-operation) and co-ordination of international programmes in which Poland participates,
- Organisation of national and international conferences, seminars and training courses,
- Carrying out of information, promotional and educational campaigns,
- Publication of leaflets, brochures, guidebooks, promotional and training materials,
- Managing Energy Audit Secretariat and Energy Planning Secretariat,
- Verification of energy audits for the National Economy Bank (BGK) under the Thermal Modernisation Act
- Assistance in preparation of applications for public subsidies and grants,
- EU projects management, monitoring and evaluation,
- RUE/RES investment identification and analysis, consulting and feasibility studies.
