Overview
Energy criteria, which were developed by ESV, such as provisions against summer overheating, are included in the architectural tendering of larger public buildings (mainly public buildings, kindergarten, schools or administration buildings), frequently ESV is member of the project jury (selection committee).

Organisation of the procurement
Aim of the project is to make energy criteria part of the “normal” tendering process of larger buildings. This is done by requesting certain energy data (energy efficiency and renewable energy sources) from the tendering planners/architects. Additionally, being member of the jury ensures that energy criteria are taken into account in the project selection process.
Measures
O.Ö. Energiesparverband developed a (simple) “energy check list” which has to be filled in by planners/architects as a part of the tendering process and has to be included in the submitted tender documents. This ensures that energy criteria are taken into account by the jury when selecting the respective planning/construction company. In addition, ESV is often a member of that jury and can comment the energy criteria.
The “energy check list” requires from the architects/planners among others information on the following issues:
- U-values of the building components
- Transmission losses
- Internal & solar gains
- Provisions against summer overheating
Given these data, an energy performance indicator for the building can be calculated and different building concepts can be compared.
Success
So far, the energy criteria have been included in the tendering process of about 20 buildings ensuring that energy criteria were taken into account in the planning process and resulting in the construction of (at least) low energy buildings.
