Organisation of the procurement
- procurement for all buildings is done centrally by one division within the public administration (and one person is responsible for that)
- energy accounting and benchmarking for all buildings is also done centrally by the same person (~ data of 2,000 metering devices are analysed)
- tendering follows ÖNORM (for lighting) and includes energy performance indicators (for building components)
- higher investment costs to a certain extent are accepted if compensated by lower operation costs of energy efficient devices
- every investment project is guided by an experienced person (“Bauleiter")
Measures
- Since 10 years focus on efficient lighting (electronic ballast, efficient shiners, etc.)
- If household appliances are bought, only “A” appliances are bought
- Optimisation of electricity tariffs
- Only household appliances with energy efficiency “A” or better are purchased
Success
- Energy consumption per m² (heating & hot water) for all buildings was decreased by 18.5 % since 1994
- Electricity consumption stable despite “more IT” (mainly due to efficient lighting)
